UPCOMING Trainings & Events City Week -October 12-16 The League sponsors City Week as part of an ongoing effort to raise public awareness about the services that cities perform and to educate the public on how city government works. Budget Workshops November -December Winter preparation extends to the city staff that prepares and collects utility bills. Be proactive and ensure everyone is current on their bills before the winter moratoriums on electric and natural gas customers is activated on November 1. Remember, the winter moratorium only applies to electric and natural gas utilities. When customers fall behind on other utilities, city ordinances can still be enforced. This may also be a good time to review the utility ordinances concerning shut offs and payment agreements. The annual Budget Workshops series provides information and guidance on important financial issues and completing the city budget. The workshops are designed for city administrators, city clerks and finance officers, but are open to all city officials. Register online at www.iowaleague.org . Changes to the 2015 AFR Two changes to the Annual Financial Report (AFR) are: 1) The publication notice provided in the workbook meets the minimum publication size requirement. 2) The ending fund balance of the governmental funds [columns (a) through (f), as applicable on page 12] must be broken out by classification and entered on the appropriate line(s) from line 263 through line 267. The error message will disappear when line 268 matches line 270. On past AFR submissions this section was being left incomplete, or the breakdown by classification in total did not match the cal -culated total. This error message was put in place to draw attention to this section and to eliminate mathematical errors. The fund balance classifications listed on lines 263 through 267 are a result of reporting governmental fund balances in accordance with GASB Statement 54.
