The budget amendment process is required before any expenditure exceeds the amount published in any one program/category of the original budget or any subsequent budget amendments. For example, the public works budget which covers streets and snow removal may be about to go over the published amount during the 2014-2015 fiscal year. The Code of Iowa requires the amendment to be done BEFORE that total is reached, but no later than May 31. The process for approving an amendment is very similar to doing a budget. Forms avail-able on the Department of Management’s Web site (www.dom.state.ia.us/local/city/index. html) must be used for the amendment. The public hearing notice must be published (or posted if your city is less than 200 in population) no less than 10 days before the hearing, but no more than 20 days before the hearing. After the hearing, the council must approve the amendment, and it must be filed with the county auditor. 2015 City Candidate’s Guide Released In early April all cities should have received several copies of the recently-revised City Candidate’s Guide. The pamphlet-style publication covers the basic requirements of hold-ing office and conducting a political campaign for a city position. In addition, the guide provides a basic overview of local government activities, including a concise explanation of Home Rule, discussion on the various forms of government available to cities in Iowa and an overview of the budget process including typical expenditures, revenue sources and debt. The guide is an excellent resource to have available in city hall or to provide directly to those considering running in the municipal elections later this fall. A free download of this publication is also available at www.iowaleague.org. Executive Board highlights Check us out! The Iowa League of Cities Executive Board met Wednesday, February 25 at the League’s office in Des Moines. Among the items addressed by the board were: • Approved financial statements for November 2013, and ratified Community Alliance Program applications. • Accepted the League’s Action Plan, a result of the Board’s strategic planning. • Approved modifications to the permission-granting structure on the League’s Web site with the implementation of the League’s new association management software. • Authorized the signing of a three-year contract for staff use of Lexis/Nexis for legal research. • Ratified the appointment of Dan Ritter to the Municipal Fire and Police Retirement System of Iowa Board of Trustees. • Reviewed the events of the 2015 Legislative Day, and received a federal legislative update. • Received reports regarding City Week 2015, the Site Selection and Education Com-mittees, the 2015 City Clerks/Finance Officers Handbook, and the Iowa Municipali -ties Workers’ Compensation Association. • Approved discontinuance of the League's Salary Survey.
