The event will take place April 10-11, 2015 at the Holiday Inn Downtown-Mercy Campus. A special keynote presentation will occur on the afternoon of April 10 as a result of a collaboration with the Harkin Institute for Public Policy and Citizen Engagement at Drake University. The session titled “Moneyball for Cities” will feature Stephen Goldsmith, a for -mer Mayor of Indianapolis and Deputy Mayor of New York City. The session will explore tools designed to get better results from current levels of funding. Cost for the two day event is $125, and includes dinner and continental breakfast. The Leadership Summit will welcome both elected and appointed city officials from cities of all sizes to hear a mix of state and national speakers who will inform and inspire attendees. League membership survey The League is conducting a Membership Survey during the month of March. The sur -vey will be sent, via mail and email, to a randomly selected cross-section of League mem-bership. If you receive this survey by random selection, please take the time to complete it. The feedback we receive is instrumental to making the League the best it can be. If you do not receive the survey, please remember that your feedback is welcome at any time. Clerk’s handbook is here The City Clerk/Finance Officer Handbook has been updated to reflect the ever-chang -ing laws, reports and government practices in Iowa. New features are also added to make this an even more beneficial resource. The Handbook is currently available in two different formats. The hard copy version, which costs $40, is printed in a three-ring binder and will be mailed via first class mail. An electronic version, which enhances the search and printing abilities of the document, costs $20. There are three new features available in the 2015 City Clerk/Finance Officer Hand -book. The first is a glossary of common terms and acronyms. In addition, Code of Iowa Sections (2015 versions) links are at your fingertips; you no longer will have to navigate the state’s volumes of code. Finally, many policies and model reports are expanded in PDF, Word and Excel formats to enable each city access to a template to be used as a starting point. If your community opts to use one of these prototypes, it is the city’s responsibility to have legal staff review all documents for applicability to your local needs and current code compliances. All hard copy versions will come with a link for the appendix, glossary and pertinent Code Sections. Smart Connections Conference

The Iowa State Association of Counties (ISAC), the Iowa League of Cities and County Strategic Technology Advisory Resource (CoSTAR) in cooperation with the Iowa Communities Assurance Pool (ICAP), announce the 2015 Smart Connections Conference, to be held April 30 at the Stoney Creek Hotel and Conference Center in Johnston. This one-day conference is meant for all local government officials who wish to learn more about protecting you, your organization and your information. Attendees will learn about the vulnerability of your work and personal email, cellphones, computers and more. These cyber-security threats are becoming very common – are you prepared?

The conference programming is meant for all local government officials. No prior technical ability or knowledge is required. All presentations for local officials will be applicable to beginners and those who are slightly more tech savvy. You truly don’t want to miss this great event!

Due to limited seating, pre-registration is required. The $50 registration fee includes all materials, lunch and morning refreshments. More information is available at www.iowacounties.org.

Utility moratorium ends

As April 1 approaches many cities providing electric or natural gas utilities are reviewing residential utility customers that have fallen behind on their bills during the November 1 through April 1 moratorium period.

Remember, if a customer might be eligible for low-income energy assistance or weatherization fund, they must be given 12 days to apply. Then the community action agency has us to 30 days to certify their eligibility. Another exemption for disconnection is if the temperature is forecast by the National Weather Service to go below 20 degrees in the next 24 hours. If a property has already been posted when the temperature dips, the utility must delay the disconnection until the temperature goes up. Additionally there are special rules when the head of a household is a deployed service member. Disconnection cannot occur at the residence during deployment or within 90 days after the deployment. Disconnection of a residential customer must be postponed if the disconnection would present a danger to the health of any permanent resident of the premise.
