For cities with 5 or more attendees, the fee is discounted to $55 per individual. The fee covers the workshop instruction, workshop materials and meal. The Municipal Clerks Education Foundation offers scholarships to attend municipal clerk institutes and acad -emies in 2015. Applications and criteria can be requested at (909) 944-4162 or www.iimc. com (choose Foundation -then Scholarships). MPI and the Iowa Municipal Finance Officers Association (IMFOA) will also have scholarships available for 2015 to help cover registration fees. The IMFOA scholarships are open to Iowa municipal clerks, deputy clerks and finance officers who are members of IMFOA. MPI scholarships are open to all Iowa cities. To be eligible for either scholarship participants must register for at least 30 hours. The deadline to submit an application is April 1, 2015 . The Iowa League of Cities would like to thank those Municipal Fire and Police Retire -ment System of Iowa (MFPRSI) members who participated in our MFPRSI Summit, held December 2, 2014. We had a great variety of discussions surrounding the city perspec -tive related to this pension system. Takeaways from this meeting included the legislative landscape of this pension system and others, comparative research and analysis, and more technical discussions about individual assumptions and considerations within the system. Thank you also to Gerald Clausen, Michelle Weidner, Gretchen Tegeler, and the System for the great information they shared with us. Pension issues are included within the Leagues’ Legislative Priorities, and the League will continue to support MFPRSI member cities as the Iowa Legislature commences this month. Planning and zoning workshops announced

The Introduction to Planning and Zoning for Local Officials workshop, presented by Iowa State University Extension and Outreach, is offered annually. IPIB selects new executive director

The Iowa Public Information Board (IPIB) selected Charles Smithson to serve as its new Executive Director effective December 1. Smithson succeeds Keith Luchtel who served as the first IPIB Executive Director.

Between 1998 to 2010, Smithson served as Legal Counsel and then Executive Director of the Iowa Ethics and Campaign Disclosure Board. When legislators were debating the creation of the IPIB they frequently said it should function along the lines of the Ethics and Campaign Disclosure Board and that the Executive Director should be someone with the reputation for fairness and integrity of Charlie Smithson.

“The board feels fortunate to have hired a leader with Charlie’s experience,” said IPIB Chair Robert Andeweg, Mayor of Urbandale. “He has great agency management experience and, like Keith Luchtel, he knows his way around the Statehouse.”

Most recently Smithson served as Legal Counsel and Legislative Liaison in the Iowa Secretary of State’s Office. He was Chief Clerk of the Iowa House of Representatives from November of 2010 to November of 2012 and has also been an adjunct professor of election law at Drake University. “I look forward to serving the Board and furthering its mission to promote the public trust and confidence in government,” he said.
