The League is excited to welcome Robert Palmer as its new Government Affairs Man -ager. Palmer earned both his bachelor’s degree and law degree from Drake University, where he also earned a legislative practice certificate. While in law school, Palmer interned for both Representative Gaskill and the Iowa Economic Development Authority. Palmer, who learned he passed the Iowa Bar Exam on his second day working for the League, lives in West Des Moines with his fiancée, Kelly. Scott Smith has joined the Iowa League of Cities as a loss control representative with IMWCA. Smith holds a Bachelor of Arts degree in Political Science from Indian University of Pennsylvania and a Master of Public Administration degree from the University of Pitts -burgh. He made this career change after working for local govern -ments in the solid waste management and recycling fields for nearly 30 years in Pennsylvania, Arkansas, suburban Chicago and Iowa. For the past 16 years, Smith was employed as a department head by Boone County where he also served as safety coordinator since 2004. Smith is a member of the Society for Human Resource Management and the Solid Waste Association of North America. Smith has been married to Teresa Peterson-Smith for 22 years, who has been a city clerk in Johnston, Nevada and Kelley. The Des Moines Area Metropolitan Planning Organization (MPO) and the Iowa League of Cities are co-hosting a grant writing class on December 8-9 at the MPO offices in Des Moines. Annual Financial Report due December 1

Cities must complete and file the Annual Financial Report (AFR) with the State Auditor’s Office by December 1 of each year. The report details the city’s financial activities from the previous fiscal year and must be filed electronically using the State Auditor’s Web site at www.auditor.iowa.gov/afr/index.html. Cities must also publish the certification page or post it if the city’s population is 200 or less. All cities must mail one signed paper copy of the certification page and proof of publication to the State’s Auditor’s Office.

The Iowa League of Cities, Iowa State Extension and Outreach and the State Auditor’s Office have produced an updated online training for the 2014 AFR. Registration is available at www.iowaleague.org. Questions concerning completion of the AFR can be sent to the State Auditor’s Office or to the League.

2015 City Calendar

In this month’s Cityscape, you’ll find our annual City Calendar poster which details a variety of important deadlines for reports and filings that cities must complete throughout the year. There are also a number of conferences and events of interest to city officials and other helpful reminders. We encourage cities to put up the poster at city hall and refer to it often. You can also find an electronic version of the calendar at www.iowaleague.org.

Annual Urban Renewal Report and TIF Certification Must be Completed Soon

Cities with active urban renewal plans or those that received diverted tax increment financing (TIF) revenue during the previous fiscal year must complete and file an Annual Urban Renewal Report (AURR) by December 1. The AURR is a Web-based report managed by the Iowa Department of Management (IDOM) and be accessed at www.dom.state.ia.us/local/tif/index.html.

The report requires cities to enter information regarding urban renewal plans, maps, activities, projects, expenditures and financing. This is the third year of report submission and cities that have previously filed the AURR may find old reports to be helpful when entering data. Any amendments or changes to urban renewal plans during Fiscal Year 2014 must be collected and uploaded before final submission.

Before filing, the city council must approve the report. A simple motion approved by a majority of the governing body (not just a quorum) is sufficient to approve the report. No resolution or publication is required. If the AURR is not filed by December 1, the city’s name will appear on a list to the state legislature and the IDOM can withhold certification of taxes for the next budget cycle.

December 1 is also the deadline for cities to certify new or changes for TIF debt revenue requests to the county auditor.
