Other training topics include a review of laws impacting cities by Bob Josten and John Danos, a current legislative update by the Iowa League of Cities, utility rate analysis with Speer Financial and Iowa Finance Authority, an Iowa Alcoholic Beverages Division “town meeting,” a grant resources presentation from the Iowa Economic Development Authority and pub-lic speaking training with Deb Sofield. In celebration of IMFOA’s 75th Anniversary, attendees have the option of breaking out their “black tie” attire for the banquet – a portrait photographer will be on hand should attendees want to commemorate the occasion. Jody Smith will present a slide show honoring IMFOA through the years. Then, everyone is invited to join in a cham-pagne and sparkling juice toast sponsored by the Holiday Inn-Airport. There will also be a raffle drawing for an exquisite diamond necklace – tickets will be on sale at the registration table on Wednesday and Thursday. Live music for the evening’s dance will be provided by Richie Lee and the Fabulous 50s. IMFOA celebrates 75 years

On April 9 the Iowa Municipal Finance Officers Association (IMFOA) will kick off their 75th Annual Conference at the Des Moines Airport Holiday Inn. Governor Branstad will offer the welcome to commemorate this milestone event. Other training topics include a review of laws impacting cities by Bob Josten and John Danos, a current legislative update by the Iowa League of Cities, utility rate analysis with Speer Financial and Iowa Finance Authority, an Iowa Alcoholic Beverages Division “town meeting,” a grant resources presentation from the Iowa Economic Development Authority and public speaking training with Deb Sofield.

Recognize city volunteers

Recognize your city’s most committed volunteers with the once-in-a-lifetime honor of receiving the Governor’s Volunteer Award. The program was designed to give organizations an easy, cost-effective way to honor their volunteers and is coordinated by the Iowa Commission on Volunteer Service.

An application is available on the League’s Web site. Applications, along with the $15 submission fee, are due to the League by April 4. Winners of this non-competitive award will be notified of their honor in early May with regional award presentation ceremonies held in June or July.

Severe Weather Awareness Week: March 24-28

The National Weather Service and the Iowa Homeland Security and Emergency Management Division has declared March 24 - 28, 2014, as Severe Weather Awareness Week. The week and its associated events are an opportunity to increase awareness of and response to severe weather hazards.

During this week the National Weather Service, in cooperation with local Emergency Management Agencies, encourage participation in the Statewide Tornado Drill that will take place on Wednesday, March 26 at approximately 10 a.m. Should actual severe weather occur on this date the statewide tornado drill will be postponed.

This is an excellent opportunity for cities to check the proper operation of their outdoor warning sirens and for all of us (individuals, families, schools, businesses, places of worship, etc.) to ensure our weather alert radios are programmed correctly and have fresh batteries. Mark your calendar and plan to participate in the drill for your local area.

Periodic Exam

For the first time, March 31, 2014 is the deadline for cities designated as a “Periodic Exam City” to pay an annual fee to the Auditor of State. This fee is mandated under the provisions of the “Oversight” law, HF2455 which went into effect on July 1, 2013. The amount of the fee is determined by the total expenditures the city budgets. The fees are as follows:

Invoices will not be sent out, so use this table from the Auditor of State’s Web site to document the amount to be paid for the council bill list.
