Send topic suggestions to MbrSvcs@iowaleague.org. If you have an interest in presenting a topic and sharing your knowledge and expertise with local government decision-makers, please submit a work-shop proposal. Guidelines for workshop proposals are available at www.iowaleague.org. The workshop proposal process helps us provide conference attendees with an exciting and informative lineup of workshops. The League would like to encourage city offi-cials, academics and those involved in providing services to city governments to submit a workshop proposal. Executive Board highlights The Iowa League of Cities Executive Board met Thursday, November 7 at the Iowa League of Cities office in Des Moines. Among the items addressed by the board were: • Approved financial statements for September 2013. • Received and approved the Annual Financial Audit for financials ending June 30, 2013, as presented by RSM McGladrey, Inc. • Ratified the committee appointments presented by President Clark. • Received reports from government affairs and membership services staff, the Edu-cation, Associates Advisory and Environmental Coordination committees, as well as the status of the 2013 and 2014 Annual Conferences. • Approved a resolution to renew the banking services agreement with Wells Fargo Bank. • Received a report from Polk County Deputy Assessor Randy Ripperger regarding the process assessors are using to carry out SF295. • Approved a proposal to formalize and expand the Community Alliance Program of-ferings to include a new Partner program. Poster regarding General Fund uses In the center spread of this month’s magazine you will find a poster to customize for your city’s use. This poster was designed to hang in a prominent location such as city hall or the library to give your citizens information about where general fund money is spent. The poster shows the breakdown of key services provided to city residents and shows a comparison to the statewide average. Please remember that the statewide averages repre-sent a wide range of city economic climates and population ranges. The registration fee for the Institute will vary by class. Participants will be allowed to register for as many classes as they like during the two-week Institute period. Registration materials for the Institute will be available in February on the MPI-MPA Web site.<br /> <br /> The Institute program offers educational programming that qualifies for International Institute of Municipal Clerks (IIMC) certification. The Municipal Clerks Education Foundation (MCEF) of IIMC offers scholarships to attend Municipal Clerks Institutes and Academies in 2014. The deadline is February 1, 2014. Applications are available at IIMC by phone at (909) 944-4162 or at www.iimc.com. <br /> <br /> The Iowa Municipal Professionals Institute (MPI) and the Iowa Municipal Finance Officers Association (IMFOA) will also have scholarships available for 2014 towards registration fees. The IMFOA scholarships are open to Iowa municipal clerk, deputy or finance officer members. The Municipal Professionals Institute scholarships are open to all Iowa municipal clerks. To be eligible, participants must register for at least 30 hours. The Deadline is April 1, 2014. Application forms are available at: www.extension.iastate.edu/communities/OSLGP/MPI These scholarships will be given based upon need with the following criteria in mind:<br /> <br /> 1) Council and/or self-financing of Institute registration fees is not available or overly burdensome to the municipal or individual budget.<br /> <br /> 2) Attendance at Institute may not occur without scholarship.<br /> <br /> 3) Only one application submitted from a municipality.<br /> <br /> Recipients will be approved in April. No person shall be able to receive more than one scholarship. If a person is chosen to receive both, he or she must accept the IIMC scholarship and the IMFOA/MPI scholarship will be given to an alternate.<br /> <br /> Other opportunities for scholarships may be available through the regional organizations in your area, please contact them directly for more information.<br /> <br /> IPERS and newly elected city officials <br /> <br /> It is important to notify newly elected city officials regarding coverage in the Iowa Public Employees’ Retirement System (IPERS). An elected official who does not want to be covered by IPERS must complete an Election for Termination of IPERS Coverage form, obtain employer verification on the form and submit it to IPERS within 60 days of taking office. If IPERS does not receive a properly completed form within 60 days, the elected official must be IPERS-covered. For IPERS’ purposes, “elected officials” are people elected by the public and those who are appointed for an interim period to fill vacant positions that normally are elected.<br /> <br /> The decision to elect out of IPERS coverage is a one-time irrevocable decision for each elected position. The decision does not affect IPERS eligibility for separate employment, whether the separate employment has mandatory or optional coverage. Also, if the official is elected to a different position, or leaves office for a period of time and is later re-elected to the same office, the individual would again be eligible for IPERS coverage. Additional information on these and other retirement related topics can be found at www.ipers.org. <br /> <br /> If a newly elected official’s wages are IPERS-covered, then that person’s wages cannot also be covered under Social Security but is covered by mandatory Medicare. This exclusion is part of the Social Security Act, and the Section 218 Agreement between the State of Iowa and the Social Security Administration.
