The report is available in an Excel format on the State Auditor’s Office Web site, http://auditor.iowa.gov/faqs/index.html, which assists with the many calculations. That document is also used to prepare most of the publication/posted page (page 1). The first page must be published (or posted if the city’s population is 200 or less ac -cording to the 2010 Census) prior to submission to the Auditor of State on or before December 1, 2013. Review of the AFR by the council is recommended but not required by statute; however, the mayor or another city official and the city clerk must sign and date the report. The city must submit one paper copy of the report and the proof of publication/posting. Penalties are applied for not filing a completed report by the dead -line For 2013 the Iowa League of Cities, Iowa State Extension and Outreach and the State Auditor’s Office will produce a new online training specific to the 2013 AFR. Registra -tion for this training is available on the League’s Web site, www.iowaleague.org. Questions concerning completion of the AFR can be addressed through the State Auditor’s Office or through the League’s Membership Services. In 2013, the AFR may be submitted in an electronic format using a data portal, much like the budget forms. Instructions are included in the AFR training. After this 2013 vol-untary compliance period, all 2014 AFRs will be submitted electronically. We moved! In case you haven’t heard the news, the League office moved at the end of June. We’re settling into our new home at 500 SW 7th Street, Suite 101, and we invite you to stop by if you’re in town. Our office hours are Monday through Friday, 8 a.m. to 4:30 p.m. While you’re updating our address in your contact list, update that of these affiliated pro -grams, too: Iowa Municipalities Workers’ Compensation Association, Iowa City/County Management Association, Iowa Municipal Attorneys Association, iCash and the Iowa Police Chiefs Association. The League also has a new fax number: (978) 367-9733. Refresh your view of Dubuque Attendees of the Closing Brunch at the 2012 Annual Conference & Exhibit in Sioux City had the chance to win a two-way trip on Dubuque’s historic Fenelon Place Eleva-tor, 512 Fenelon Place. Don’t forget to use your winning scratch off for a trip to see Dubuque from a fresh point of view. Cards expire at the end of September 2013. Online, all the time During this year’s Board Strategic Planning, which took into account the recent survey of membership, the Board approved awareness of League services as a strategic prior-ity of the League. This is why we placed a poster in the center of this month’s issue of Cityscape magazine. “Online, all the time” describes one of the League’s most valuable resources for mem-bers, the Web site. Obtain a username and password, if you don’t have one already, to get the most of the Web site’s search function and to check out many of the great resources featured on the tear-out. Please, take a look at the poster. During conference, attendees can participate in the raffle by buying tickets at the Tim Shields Endowment booth, located next to the prize booth in the Exhibit Hall, or at conference registration after the Exhibit Hall closes. The winning tickets will be drawn during the Closing Brunch on Friday morning, and you must be present to win.<br /> <br /> The raffle is hosted by the Iowa League of Cities and the Iowa City/County Managers Association as well as the Tim Shields Endowment. The groups hold several events to help the endowment in their mission to provide education and leadership development for local elected and appointed officials by financially supporting these endeavors. In 2013, the endowment helped fund management training through the Iowa Municipal Managers Institute. Stop by the Tim Shields Endowment booth at the League’s conference to learn about how, with your help, the endowment will support League training in 2014 and beyond.<br /> <br /> The Tim Shields Endowment Fund was created to memorialize and further Tim Shields’ belief in quality municipal government in the state of Iowa. For more than two decades Shields, former director of the Institute of Public Affairs, was a constant presence at the Iowa League of Cities Annual Conference & Exhibit. A member of the League’s Hall of Fame, Shields was well known for working with cities across the state on strategic planning and team building. In May 2004 when Tim passed away, city government lost a close friend and supporter.<br /> <br /> Designate voting delegate for Annual Business Meeting <br /> <br /> Anyone from a member city is encouraged to attend the Annual Business Meeting, held Friday, September 27, 2013, in conjunction with the Annual Conference & Exhibit. However, each member city is only allowed one vote and must designate a voting delegate. The authorized delegate is the mayor or the mayor’s designated alternate. If the mayor chooses not to attend the conference or will not be able to participate in the meeting, the mayor must designate an alternate, which must be done in writing and submitted to the League 10 days prior to the meeting. A sample letter is available in the Annual Conference & Exhibit section of the League’s Web site, www.iowaleague.org. <br /> <br /> If the mayor has not appointed an alternate in advance, a member city official in attendance may request that the presiding officer of the meeting designate an individual as the voting delegate. The appointed alternate must fill out the appropriate credentials before 5 p.m., Thursday, September 26; this may be done at the conference registration desk. Remember, all this can be done before conference which will save you time once you arrive at the event.<br /> <br /> Fiscal Year 2014 publication rate announced <br /> <br /> The Iowa Department of Administrative Services, in accordance with Section 618.11 of the Code of Iowa, recently announced the publication rate for FY 2014. Effective July 1, 2013, each line of eight-point type two inches in length, or its equivalent, for the publication in a newspaper of any notice, order or other required publication will be subject to the following rate:<br /> <br /> • One insertion = 46.2 cents<br /> <br /> • Each subsequent insertion = 31.3 cents <br /> <br /> As required by state law, the rate was calculated by applying the consumer price index for all urban consumers as determined by the Department of Labor, which was 1.1 percent from May 2012 to May 2013, to the previous rate. Cities are encouraged to review publication rates to ensure all charges are accurate.
