What’s Happening in Georgia’s Engineering Community House Bill 170 Passes in the Georgia House of Representatives House Bill 170, otherwise known as “The Transportation Funding Act of 2015,” was introduced by Representative Jay Roberts (R-Ocilla) in late January 2015 with the intent to create approximately $1 billion in new, permanent transportation funding. The current form of the bill converts all of Georgia’s existing motor fuel taxes (local and state) into a single, statewide excise tax of 29.2 cents per gallon for gas and 33 cents per gallon for diesel. After undergoing several changes, the bill was passed by a bipartisan majority of the full Georgia House of Representatives on March 5th, with a vote of 123-46. The passage came after several efforts to reduce the excise tax in the bill were rebuffed. ACEC Georgia and the Georgia Transportation Alliance (GTA) continue to be heavily engaged as the bill makes its way through the legislative process. The genesis of HB 170 stems from the efforts and recommendations of the Joint Transportation Funding Study Committee, which held eight meetings across the state in the fall of 2014 to receive voter feedback and input on the state’s transportation needs and concerns. Albert G. Edwards, Founder of CERM, Named to U.S. Small Business Administration (SBA) Region IV Regulatory Fairness Board The U.S. Small Business Administration (SBA) has appointed Albert G. Edwards, Founder and Managing Director of Corporate Environmental Risk Management, LLC (CERM), to serve on the Region IV Small Business Regulatory Fairness Board. During his three-year term in this role, Edwards will help advise the National Ombudsman and Assistant Administrator for Regulatory Enforcement Fairness, Brian Castro. He will also join Castro and fellow Board members in hosting regulatory fairness hearings and outreach events for SBA Region IV, which includes Georgia, Kentucky, Tennessee, North Carolina, South Carolina, Alabama, Mississippi and Florida. All 10 of the SBA’s regions nationwide have a Regional Regulatory Fairness Board to represent the voice of small business on regulatory fairness issues. In addition to this appointment, Edwards has been named the 2015 Board of Directors Chairman for the DeKalb Chamber of Commerce. AECOM Acquires URS Corporation Fortune 500 Company, AECOM Technology Corporation, completed its acquisition of URS Corporation. AECOM – a firm of nearly 100,000 employees including architects, engineers, designers, planners and scientists – now serves clients in more than 150 countries around the world. ICA Acquired by HDR, Now Doing Business as HDR I ICA In an effort to expand its service capabilities, HDR acquired Infrastructure Corporation of America (ICA), bringing its total employment to more than 9,200 staff worldwide. ICA specializes in transportation engineering, asset maintenance and management, and had completed its acquisition of engineering services firm Florence & Hutcheson, Inc. in mid-2013. Warner Robins, GA Named No. 2 City for Engineers by Forbes Magazine The Top Ten list of best cities for engineers were chosen from 350 of the largest metro areas across the U.S. The size of the engineering industry, as well as annual mean salary for engineers and media gross rent were contributing factors in determining the ranking. According to the data from the Bureau of Labor Statistics, engineers make up four percent of the working population in Warner Robins. Gretchen Corbin Named Commissioner of the Technical College System of Georgia The State Board of the Technical College System of Georgia accepted Governor Nathan Deal’s nomination of Gretchen Corbin as the next Commissioner of the Technical College System of Georgia. Corbin became the system’s fourth commissioner since its inception in 1988 as the Department of Technical and Adult Education. Corbin, who left her role as the Commissioner of the Department of Community Affairs, replaced the now-retired commissioner, Ron Jackson. Prior to joining the Department of Community Affairs, Corbin served as the Deputy Commissioner for Global Commerce at the Georgia Department of Economic Development.
